Can somebody say, "Breakdown in communication?"

      One of my elephantine gripes in this world is the lack of communication. So, here's the latest from our lovely government.
      First of all, Congress passed an amendment to the US Flag Code which basically now gives the governor of a state the right to lower flags to half mast when a resident of the state is an active military member who dies in the line of duty.
     Kudos! I totally agree with this revision, and you can check out the US Flag Code at http://www.ushistory.org/betsy/more/micks.htm.
     So, on March 10, 2008, U. S. Army Sergeant Phillip R. Anderson of Everett was killed in action in Balad Ruz, Iraq.
     I know that our school received an e-mail regarding the proclamation by our governor for lowering the flag today. And, our flag was in its proper presentation.
     But, apparently we don't make much of an effort to make sure others know, including some of the federal and local entities (which are not required, but encouraged to particpate) like the Omak Post Office or Mid-Valley Hospital.
     Or better yet, our very own DSHS, which is a STATE office, they did not even have their flag lowered. What's up with that?
